Co-Executive Director

Jennifer Griffin serves as the Co-Executive Director of Victim Outreach, Incorporated (VOI), where she collaborates with law enforcement to provide comprehensive support to crime victims in Jefferson County, Colorado. With over 25 years of experience supporting individuals affected by crime and trauma, Jennifer has been a steadfast advocate for victims.

She has led signature programs at VOI that strengthen community collaboration and enhance support systems for survivors. Jennifer also provides training to police officers, prosecutors, human services professionals, and community members, equipping them with trauma-informed practices and best approaches to supporting victims. Her contributions have been recognized with the Outstanding Victim Advocate award from the Colorado Organization for Victim Assistance (COVA).

Jennifer’s dedication continues to drive meaningful change, ensuring that victims receive the guidance, care, and resources they need to heal.

Kris Charland

Co-Executive Director

Kris Charland serves as the Co-Executive Director of Victim Outreach, Incorporated (VOI), bringing more than 18 years of experience in victim services and a lifelong commitment to community impact. Her career began with AmeriCorps National Civilian Community Corps (NCCC), first as a Corps Member and later as a Team Leader, where she supervised service projects across a 17-state region and responded to critical community needs. This early foundation in service and crisis response shaped her future work supporting individuals navigating trauma, hardship, and instability.

Kris entered large-scale victim services through the American Red Cross, assisting survivors of natural disasters and providing support in the aftermath of the September 11th attacks at the Family Assistance Center in New York City. These experiences grounded her approach in empathy, adaptability, and clear communication during the most difficult moments of people’s lives.

Before joining VOI, Kris served as a Financial Case Manager for seniors and at-risk adults, protecting clients from financial exploitation. She began her VOI journey as a volunteer victim advocate, responding to crime scenes, supporting law enforcement, and helping victims navigate the criminal justice process. Over the years, she advanced through multiple roles before stepping into the Co-Executive Director position in 2024.

Kris is known for her calm presence, trauma-informed leadership, and her ability to strengthen partnerships across law enforcement and community organizations. She brings specialized expertise in human trafficking response and has provided training and guidance for law enforcement and multidisciplinary teams. Her work has supported improved victim identification, coordinated response efforts, and trauma-informed practices in complex trafficking investigations.

Throughout her career, Kris has remained dedicated to ensuring that every victim receives compassionate, knowledgeable, and empowering support—whether in moments of crisis, throughout the justice process, or as they begin to heal and rebuild.

Dave Pickett Headshot

Dave Pickett

President

Dave Pickett spent 37 years as an officer with the Wheat Ridge Police Department. As a young officer in 1985, Dave was introduced to the advocates of the newly formed Victim Outreach. Over the next 36 years, Dave worked closely with Victim Outreach as he conducted and supervised criminal investigations of all sizes and complexities. As Dave rose through the ranks, he made sure that victim advocacy remained a firm focus of the Wheat Ridge Police Department. Whether it was through lobbying for funds, promoting training for officers or developing policies ensuring victims' access to advocates, Dave maintained his strong relationship with Victim Outreach.

Dave retired from WRPD in 2020 at the rank of Division Chief and he along with his wife, Kristi, started a custom woodworking and art glass business, Kawanee Wood and Glass Works. Dave joined the board of Victim Outreach shortly after leaving the police department so that he could continue to do what he could to promote victims' rights and victims' advocacy. Dave currently serves as the board president and he and Kristi's artistic work is offered at auction at every Victim Outreach fund raiser.

Eddie Baraza Headshot

Vice President

Eddie Barraza is a first vice president for Treasury Management at ANB Bank’s Northern Colorado Banking Centers. He has extensive knowledge of the finance industry and a strong commitment to customer service, enabling him to anticipate customers’ needs quickly and recommend appropriate solutions.

Eddie has more than a decade of retail and commercial banking experience. He has held various positions, such as a project manager, regional senior operations officer, treasury management assistant, branch retail executive, and sales and service advisor. Now as a treasury management officer for our Northern Colorado Banking Centers, he has the responsibility of offering the best banking solutions for our customers.

Eddie is an active member of the community and is passionate about helping others. He sits on the board of Victim Outreach Inc., an organization that promotes the healing of people impacted by crime and trauma. He looks forward to continuing to participate in the bank’s volunteer program.

Johanna Kirschenbaum Headshot

Johanna Kirschenbaum

Treasurer

Johanna Kirschenbaum, First Vice President, Branch Operations Manager V, is responsible for ensuring that bank operations and systems run efficiently across ANB Bank. She manages all physical security policies, procedures, and equipment for branch-based operations, which includes maintaining and developing new policies and procedures when needed. Additionally, Kirschenbaum is responsible for conducting regular audits, overseeing training for the successful implementation of new systems and processes, and resolving complex operational issues promptly and accurately.

With over two decades of experience in the banking industry, Kirschenbaum possesses an extensive knowledge base in bank procedures and the management of complex issues, enabling her to effectively oversee bank operations and the systems and programs that drive success for the Bank, its customers, and the community it serves. As a proud member of this community, she generously applies the skills and experience she has gained over the years, serving on the board of Victim Outreach Inc. as their Treasurer.

Kelley Wall is an operations consultant and co-founder of Ops Chops Consulting, LLC, where she partners with sexual and reproductive health care organizations to build equitable, efficient, and financially sustainable systems that expand access and achieve long-term organizational sustainability. Kelley has more than 25 years of experience in local and national systems, including senior leadership roles at Planned Parenthood Federation of America and Planned Parenthood of the Rocky Mountains, where she combined strategic insight with a deep commitment to equity and quality care and services for all. Kelley first became engaged with victim services during her time serving in AmeriCorps National Civilian Community Corps as a Corps Member and Team Leader. She holds a B.A. in Social Relations from Michigan State University and a Master’s in Nonprofit Management from Regis University. Kelley is passionate about helping mission-driven organizations be successful and sustainable through strengthening their operations, improving services, and creating organizational longevity. Kelley is deeply committed to engaging in her community and currently serves as Secretary and Board Member of Victim Outreach, Inc., and has also held national and regional leadership positions with the Michigan State University Alumni Association.

Anastasiya Bolton Headshot

Anastasiya Bolton is an Emmy award-winning journalist, turned media and public speaking coach, as well as a crisis communications strategist.

She’s spent 22 years in broadcasting, telling complex, emotional, impactful stories, working with victims, survivors, first responders, jurisdictions, courts and non-profits all over the U.S. and internationally. She’s covered mass casualty events, school shootings, line of duty deaths, natural and man-made disasters, as well the migration crisis at the U.S. Mexico border.

Anastasiya spent most of her broadcasting career in Denver, working for 9NEWS. Anastasiya is endlessly grateful to many generous professionals, including law enforcement, victim advocates and public information officers who taught her the importance of telling victim-first stories, partnering with survivors to make those experiences empowering and not harmful, as much as that is possible.

As a journalist, Anastasiya relished opportunities to do stories that could help victims and survivors, whether assisting with life-saving fundraising, or changing laws to benefit victims. In 2018 The Rocky Mountain Victim Law Center recognized Anastasiya with the Victims' Rights Champion award for her work on a story that helped change Colorado law, guaranteeing victims access to information on their incarcerated offenders.

Anastasiya was first introduced to VOI as a journalist more than a decade ago. She’s always admired the work of victim advocates.

So, when in 2025, VOI invited her to join the board, it was a quick yes. It’s a gift to be able to contribute even in the smallest way to the hugely vital mission – offering support to victims along the Front Range.

Roz is a Colorado native and proud survivor who has transformed her lived experience into a passion for uplifting others. She believes that VOI plays a vital role in ensuring victims receive the support, resources, and advocacy they need to heal and thrive. With a strong commitment to community, Roz brings her enthusiasm for fundraising and service to help expand VOI’s impact and give back to those who need it most.

Alexis King Headshot

Alexis King

Board Member

Alexis King was born and raised on the west side of Colorado Springs. Alexis earned her B.A. at Hollins University in Virginia and returned home to Colorado to work on behalf of survivors of intimate partner violence at a community non-profit.

Her experience drove her to attend law school and in 2006, she graduated from the Sturm College of Law at the University of Denver, and then clerked for the Honorable William Robbins in Denver District Court.

In 2007, she joined the First Judicial District Attorney’s Office as a Deputy District Attorney where she served for ten years, spending half of her career focused on how we serve children in the community, whether they be survivors of violence or charged with offenses. Ultimately, she led the First Judicial District Attorney’s Office’s Human Trafficking Unit and was appointed by Governor John Hickenlooper to Colorado’s Human Trafficking Council, shaping policy for the community and Colorado.

Thereafter, Alexis became a Magistrate Judge in Denver where she presided over alternative courts as well as Denver’s first effort to reduce the incarceration of people struggling with addiction, mental health, and poverty.

Alexis later returned to her non-profit roots at the Rocky Mountain Victim Law Center as a Title IX and Victim Rights’ Attorney, where she advocated on behalf of students facing gender-based violence and survivors in the criminal courts.

Rob Lochary Headshot

Rob Lochary

Board Member

Robert Lochary graduated from the University of Denver College of Law in 1993 and served as a prosecutor in the First Judicial District of Colorado for nine years. He was a municipal court judge in Lakewood Colorado from 2012 to 2016 and a district court judge in Colorado’s First Judicial District from 2019 to 2023.

Mr. Lochary has worked on U.S. rule of law programs in the Balkans, Asia, and Africa. He served as a Justice Advisor for the U.S. Department of State in Kabul, Afghanistan. As part of Operation Enduring Freedom, he helped establish Afghanistan’s national security court and was the U.S. advisor to the Afghan Attorney General.

As a Colorado district court judge, he worked directly with Victim Outreach to establish a program to assist jurors who decide cases involving violent crimes. Mr. Lochary joined the board of Victim Outreach in 2023 after seeing the results of this work.

Alexis Ruelas

Alexis Ruelas

Board Member

Alexis Ruelas brings over a decade of experience in the criminal justice field to her role as an Executive Board Member with Victim Outreach Incorporated. Her career includes several years serving in multiple capacities with the Lakewood Police Department and the 1st Judicial District Attorney’s Office, where she developed a deep understanding of victim advocacy and community-centered justice.

Alexis holds both a bachelor’s and a master’s degree in Criminal Justice, with an academic focus on victim studies. Her commitment to service extends beyond her professional life — as the owner of Geekish Glitter Lacquer, a handmade nail polish e-commerce business, she channels creativity and empowerment through small business ownership.

Driven by a passion for supporting and uplifting her community, Alexis is dedicated to ensuring that victims and vulnerable populations receive the compassion, respect, and resources they deserve.

Tracy Schroeder Headshot

Tracy Schroeder

Board Member

Tracy Schroeder is a Jefferson County, Colorado native and earned her B.A. and J.D. at the University of Denver. Tracy is a Senior Deputy District Attorney with the 1st Judicial District Attorney’s Office. She is currently assigned to the Intake Unit where she handles the filings of adult felony cases and acts as an advisor to law enforcement. As part of her responsibilities, Tracy does several trainings to both law enforcement and other prosecutors on a variety of issues. She has over 20 years of prosecution experience advocating for victims and the community in cases involving domestic violence, sexual assault, robbery, and homicide.

Faith Stevens Headshot

Faith Stevens

Board Member

Faith Stevens is a retired Police Detective, having served her community in that role for 38 years. During that time, Faith specialized in the investigation of Crimes Against Children/Special Victims. Faith appreciates the multi-disciplinary aspect of that specialty and how that results in better and lasting outcomes. Faith is honored to have taught investigative and multidisciplinary strategies to numerous police departments and partner agencies in Colorado, Wyoming and Montana. To continue a life of service, Faith is grateful to serve as a board member with VOI, an agency that provides direct services to victims of crime and trauma. In her spare time, Faith enjoys spending time with family, biking, hiking and baking.
